feat(alerts): silences match an anomaly incident's service and environment - #2319
Stacked on #2318 (anomalies page through alert rules).
A silence on services: [checkout] did not mute anomalies in checkout. An anomaly rule's group key is the anomaly incident id, and the default anomaly rule has no service scope, so the silence matcher had nothing to compare.
What changed
Incident labels. Incidents now carry labels ({ service?, environment? }, column alert_incidents.labels_json). Anomaly incidents set them when they open.
Silence matching. The matcher uses an incident's labels first, then the group key, then the rule's scope. Rules without labels behave exactly as before.
Where labels are used. Every silence lookup passes labels: open, reminders and escalations, the page owed after a silence ends, and resolves.
Exposed on: the incident document, the v2 incident wire (labels), web-data and the MCP incident outputs.
Verification
A new integration test with an anomaly in checkout:
a checkout silence records the trigger as silenced and sends nothing;
a payments silence pages normally;
ending the checkout silence sends the owed trigger once.
Silence matcher unit cases for labels: 29 domain tests.
Other suites:
backend silences and anomaly suites: 127
v2 alerts: 25
web-data: 152
MCP tools and the registry contract: 327
db parity: 5
Typecheck clean in domain, db, web-data, backend, api, ai and web; both oxlint configs clean.
Stack:#2318 (anomalies page through alert rules) → #2319 (silences match anomaly labels) → #2320 (anomalies in the alerts hub) → #2323 (maintenance windows)
The anomaly detector opened anomaly incidents that nobody could route, ack,
silence or escalate. A new `anomaly` alert signal type reads the detector's
open anomalies the way uptime and SLO rules read their sources, so every
anomaly becomes an alert incident with the normal lifecycle.
- One undeletable, unrouted default anomaly rule per org (backfilled on the
anomaly tick) plus optional rules scoped by service, environment and signal.
- An anomaly goes to the most specific rule that covers it and has a tier at
or below its severity; it hands over when a narrower rule qualifies.
- Incidents are keyed by the anomaly incident id, link `anomaly_incident_id`,
reuse the anomaly's issue and triage (no second issue or triage), and store
a `group_label` such as "checkout (production)" for every surface.
- Notifications show the anomaly sentence instead of the severity code.
- v2 API and MCP expose `anomaly_signals`, `anomaly_incident_id` and
`group_label`.
…nment
An anomaly rule's group key is the anomaly incident id and the default rule
has no scope, so a silence on a service never muted anomalies in it. Incidents
now record labels (service, environment); silence matching prefers them over
the rule's scope and group key, at open, on reminders, on the owed page after
a silence ends and on resolves.
Anomaly incidents now store optional service and environment labels. Silence matching uses those labels during incident lifecycle checks. Backend read models, V2 API responses, MCP outputs, and the iOS OpenAPI schema include labels when available.

Summary
Label contract and persistence packages/domain/src/http/alerts.ts, packages/db/src/tables/alerts.ts, packages/db/drizzle/*
Adds the incident label schema and nullable JSONB column. The migration adds the column if it is absent.
Silence matching uses service and environment labels when defined. AlertsService derives labels from anomaly evaluations, stores labels for new incidents, and supplies current or stored labels during lifecycle checks. Tests cover matching, suppression, and delivery after a silence ends.
Read models decode stored labels, and V2 API and MCP incident mappings return them when available. The schemas and tests cover present, absent, and unreadable labels.

- MCP says an anomaly rule has no query window to preview instead of
reporting a preview that returned no series.
- iOS shows an anomaly incident's value as Warning or Critical.
- Anomaly rules reject excludeServiceNames rather than dropping it.
- The default-rule guard reads the default rule under the write lock for
every rule write.
- Anomaly rules never take the orphan path, so a rule disabled mid-tick
cannot send its incidents to a warehouse probe.

Anomaly incidents now store the service and environment they are about in a new labels_json column, and the silence matcher consults those labels before the group key and rule scope, so a services: ["checkout"] silence mutes checkout anomalies. Labels are threaded through every silence lookup and exposed on the incident document, v2 wire, web-data and MCP outputs; safe to merge.
