The forks page was Forgejo's heading over bare lines of text, and only the heading when nothing was forked. It now has the theme's page heading, a box with a row per fork (owner avatar, owner and name), and GitHub's empty state when there are none. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

The forks page was Forgejo's heading over bare lines of text. With no forks, it showed only the heading. It now has the theme's page heading, a box with a row per fork (owner avatar, owner and name), and GitHub's empty state when there are none. Forgejo has no string for that state, so it uses GitHub's English text.
