Summary

classify a polling deadline that expires during an AWS call as a timeout instead of invalid options
return a clear region-scoped timeout error from Action orchestration
add regression coverage and rebuild the committed bundle

Validation

npm run check (58 Action tests, 17 supervisor tests)
