Run cargo update on the merged master branch to refresh dependencies within the existing Cargo.toml version requirements.

Cargo.lock updates 22 packages and adds six transitive dependencies, including updates to AWS-LC, rustls, tokio-rustls, encoding_rs, mio, and the WebAssembly bindings. This PR changes only Cargo.lock.

Validation:

  • Full locked test suite, all targets and including ignored tests: 60 passed.
  • cargo fmt --all --check and cargo clippy --locked --all-targets -- -D warnings pass.
  • cargo audit: zero vulnerabilities across 272 dependencies. The existing informational warning for unmaintained proc-macro-error2 2.0.1 is unchanged.
  • Security review of the dependency diff and affected execution paths found no actionable findings.
