Fixes #119.

What changes

• Migrated files and Import history showed upload times in UTC without saying so. An upload at 19:33 AEDT on 27 Oct read as 2026-10-27 08:33.
• Both now show the time in the viewer's own time zone, for example 27 Oct 2026, 19:33.
• The exact UTC time stays in the tooltip, for example 2026-10-27 08:33:05 UTC, so audit reading is unchanged.
• Two helpers in src/lib/utils.ts: formatLocalTime and formatUtc.
• The format names the month, so it's read the same way in any locale (no 03/04 ambiguity). The time zone is the browser's, so each client sees its own local time.

Checks

• vitest: 136 passed (131 on main plus 5 new). The new tests cover:
  • the Migrated files shows upload times in UTC without saying so #119 upload in Sydney (08:33 UTC shows as 19:33);
  • crossing midnight (15:16 UTC on 26 Oct shows as 02:16 on 27 Oct);
  • another zone (London);
  • epoch milliseconds, as stored by Import history;
  • the UTC tooltip.
• Mutation check: forcing UTC inside formatLocalTime makes 3 of the 5 tests fail.
• tsc exit 0, eslint clean on changed files, production build OK. No Python changed.
