linkBaseUrl affects parsed Markdown links only. With allowHtml: true, an anchor such as <a href="references/setup.md"> bypasses LinkElement and remains relative. Rebase raw HTML anchor href values against linkBaseUrl before injection, or disable raw HTML for published skill content if it is not required.
