I wouldn't assume this relation type here, if it is an URL, not an identifier or DOI, then we should go with more generic references

INSPIRE metadata.urls now go into CDS related identifiers with scheme url. Invalid ones are skipped. No separate update strategy needed. RelatedIdentifiersUpdate already appends new url entries when a record is harvested again.
