The runner setup page (shown once after creating a runner) and the search over the lists on the settings and administration pages looked broken. This fixes both, and two causes behind them that also showed elsewhere.

• Search over a list: the field came apart from its search button, because the settings form style gave it rounded corners and a border on the side that belongs to the button; it is now joined, as on the explore pages. And on the runners (personal, organization, repository, site administration) and on the administration's users, organizations, emails, repositories, unadopted repositories and packages, the search row touched the list's box. It now sits 16px above it, as GitHub's filter bar does.
• Other joined controls: a sweep of every field joined to a button, dropdown or label found six more that came apart the same way, each through a theme rule outranking the join: the administration's package search (its Type dropdown), the pull request merge button and its arrow, the wiki's clone field and its HTTP/SSH switch, the empty repository's clone field (30px between 32px buttons), and the sign-up username prefix (shown when the site sets one). They now read as one control with a single seam, in light and dark.
• Code blocks: the theme's inline code padding also applied to code inside a pre, which indented the first line of every such block (the runner setup, the package install instructions). Code in a block now takes its padding from the block.
• Subheads on phones: the buttons beside a section title were placed over a long title; they now wrap under it.
• Runner setup: follows GitHub's pages for a credential shown once. The warning is a flash, the UUID and token sit in a box with a copy button each, and both snippets are code blocks with a copy button in the corner. The commands are copied without their $ prompts and never wrap, also on the administration pages, where Forgejo wraps code.
