Summary

Adds the release notes for the next release. #94 now carries major: its templates target Forgejo 17, so admins on Forgejo 16 have to stay on 0.4.0. That makes the draft resolve to 1.0.0 instead of 0.5.0.

.github/release-notes.md gives the draft its summary and compatibility section once this merges:

  • Subtitle: Forgejo 17, page by page
  • Summary: Forgejo 17 support, the pages brought in line with GitHub, and layouts that no longer change after loading
  • Compatibility: targets Forgejo 17, tested against 17.0.0. Admins on Forgejo 16 stay on 0.4.0 and install this release with the Forgejo 17 upgrade, stylesheets and templates together.

CONTRIBUTING adds Templates to the list of areas, as #94 and #95 use it.

The titles of #94–#116 were renamed to the past-tense Area: Description convention; their labels were already right.

The release draft resolves to 1.0.0 now that #94 carries major: its
templates target Forgejo 17, and admins on Forgejo 16 have to stay on
0.4.0. The notes give the summary, the tested Forgejo version and that
upgrade warning. CONTRIBUTING lists Templates as an area, as #94 and
#95 use it.
