Adds a Manage announcements page (Settings > Announcements: levels, lifecycle, create, schedule, publish now, retire, duplicate, delete, critical email) and registers it in the sidebar and the Managing your organization listing. Adds the Announcements update type and the Critical announcements email event to the platform notifications page, and the My Inbox widget to the dashboard widget docs. From Luis Pallares's review: the create button is Create Draft; the My Inbox widget has the same filters and selection as the sidebar inbox (frontend #2952); Mark all as read is a toolbar button that marks only the loaded updates matching the current filters; older updates load on scroll, with Load more shown when filters hide everything loaded; Info and Warning levels differ in color as well as icon. Product decision after Luis Pallares's review: the Inbox pins every live announcement above other updates, Critical first (backend _announcement_pin_rank, frontend splitPinnedAnnouncements).
