Adds a Manage artifact segments page (Settings > Artifacts > Artifact Segments: shared-field conditions, lifecycle, the Artifacts listing scope, the Segment filter rule and the Artifact Segments analytics datasets) and registers it in the sidebar and the Managing validation listing. Extends Manage inventory segments with the new inventory scope selector (Inventory Record Types / Segments), shared-field columns, saved views per segment and the limits of segment scope. The All Artifacts and All Inventory Records example segments are seeded only inside the new-organization setup (Organization defaults in the backend); there is no backfill for organizations that already exist. Nearly every customer reading these pages has a long-standing organization that will never get the example, so a callout saying their organization starts with one is wrong for them.
