Safely parses siren mode states in vehicle JSONC configurations whether defined as a JSON object (keyed map) or as an indexed array.

Details

• Supports both \"states\": { \"mode1\": { ... } } and \"states\": [ { ... } ] format structures.
• Prevents parsing exceptions and missing siren pattern modes across varied mod formats.
