feat(api): expand ModelExtras API with comprehensive feature coverage and JSONC exports

Summary

Expands ModelExtrasAPI with complete C-ABI exports (161 public API functions), enabling external ASI plugins, CLEO scripts, and modding tools to interface with all features and read parsed vehicle JSONC configuration data at runtime.

Key Additions

• Feature Query API: Exposes runtime status and state getters for all vehicle features (doors, gauges, rollback bed, spoiler, roof, remaps, sirens, spotlights, neon, lights, plates).
• JSONC Configuration Data Getters: Provides comprehensive C-ABI exports to retrieve vehicle JSON configuration properties (light dummy configs, sirens/rotators, gauges, license plates, exhausts, remaps, dirt, and model metadata).
• Type-safe Wrappers & Error Handling: Guarantees defensive null checks and safe buffer copying across all exported API functions.
