Russian layout: two characters are typed incorrectly

Russian layout has two problems:

1. [2] + [SHIFT] must type "№". But the help displays “2”, but actually prints a space.
2. [Q] and [Q] + [SHIFT] must type "й" and "Й" accordingly, but help and typing display only "й". I'm assuming it's a font issue.

The current state of this seems to be as follows:

1. [Shift][3] prints № with BESCII, but nothing with Lexis. In the keyboard layout popup it's nothing for both fonts. That is quite inexplicable to me...
2. "й" and "Й" are now distinguishable in both fonts.
