Add Azure automation reads and AzureBlobCache. Use StorageLocationService metadata and obstore for S3, GCS, and Azure reads and caches.

Preserve native credential discovery with lazy imports. Handle S3 bucket regions and credential refresh, and propagate cache backend failures.

GoogleStorageCache now accepts a bucket name. Cloud reads use obstore/Python exceptions. Require grpcio>=1.84.0 for security fixes and document the remaining macOS fork diagnostics.

Fixes TBX-3080.
