Outcome

Implement Provider reconnect and retained-state reconciliation by composing the existing SFP services. A11 owns the first complete real Agent recovery exchange; R21 imports that behavior into Provider CI.

Required behavior

• Distinguish channel loss, process restart, generation replacement, and installation replacement.
• Replay only provable retained operation and trigger state; never redispatch author operations or remint trigger identities.
• Fence stale sessions and return explicit lost, expired, or indeterminate outcomes when continuity cannot be proven.
• Use exact Protocol and Provider wheels for focused recovery tests. Do not simulate an Agent.

Acceptance

Focused tests cover channel loss, lost replies and acknowledgements, retained and lost state, restarts, replacement, stale streams, expiry, optional persistence, and no blind redispatch. Full installed-Agent verification waits for A11 and R21.
