Outcome

Implement generic typed operation admission in Provider Python using direct Protocol-level tests. A5 owns the first real Agent admission exchange; R19 imports that landed Agent behavior into Provider CI.

Required behavior

• Preserve the public Provider author API while keeping protobuf, session, generation, fingerprint, and registry machinery private.
• Validate readiness, declarations, schemas, requirements, limits, identity, and idempotency before dispatch.
• Prove concurrent identical requests dispatch once; changed content conflicts; terminal identities are immutable; rejected work creates no accepted record.
• Use exact Protocol and Provider wheels over the real Unix socket. Do not simulate an Agent.

Acceptance

Focused admission tests cover success, rejection, concurrency, retries, conflicts, deadlines, expiry, sanitized failures, and one dispatch per accepted identity. Full installed-Agent verification waits for A5 and R19.
