Only the main Clippy job currently pins Rust; formatting, database tests and binary builds inherit the runner's toolchain, while publishing installs floating stable.
Add a shared
rust-toolchain.tomlselecting Rust 1.98.1, Clippy and rustfmt. Every CI job invokes the rustup-managed compiler before caching or building, automatically installing the checked-in toolchain. Publishing uses the same version, and toolchain changes trigger its dry-run check. Document the local setup and dedicated toolchain upgrade PRs.Validation:
cargo fmt --all -- --checkpassed with the pinned toolchain.Independent PR based on main. The existing time deprecation failures are fixed separately in #62; merge that fix first.
