Add experimental Falcon support to the OpenSSL backend - #914
The PKCS#11 integration is vendor-defined. The proposed CKK_FALCON key type, CKM_FALCON_KEY_PAIR_GEN and CKM_FALCON mechanisms, and Falcon parameter-set identifiers are extensions, not standardized PKCS#11 definitions.
Changes
Integrate key objects, attributes, token persistence, and private-key wrapping and unwrapping.
Support PKCS#8 PEM private-key import through softhsm2-util and variable-length signature handling.
Add Autotools and CMake feature detection, utility support, documentation, and native tests.
Build requirements
Requires the OpenSSL backend and OpenSSL 3 with a provider exposing both falcon512 and falcon1024, such as oqs-provider. The provider must be loaded during configuration and at runtime. Multipart signing and verification are unsupported.
Enable with --enable-falcon (Autotools) or -DENABLE_FALCON=ON (CMake). Autotools detects availability by default; CMake defaults to disabled. Select CKP_FALCON_512 or CKP_FALCON_1024 through CKA_PARAMETER_SET in the public-key template.
Testing
The included tests cover both variants: key generation, persistence, PKCS#8, wrapping and unwrapping, signature vectors, buffer sizing, invalid inputs, and utility import.
make check and CTest passed with Falcon enabled. Separate development-time interoperability checks with Bouncy Castle covered signing and verification in both directions for both variants, including rejection of altered messages.
Summary by CodeRabbit
New Features
Added optional Falcon-512 and Falcon-1024 support, including key-pair generation, single-part signing and verification, and private-key wrapping and unwrapping.
Added support for importing Falcon keys in PKCS#8 PEM format.
Limitations
Multipart signing and verification are not supported. Falcon support is unavailable with the Botan backend.
Configuration
Autotools detects Falcon support by default; CMake support is disabled by default and can be enabled when both Falcon variants are available.
Documentation
Added setup guidance and details on supported parameter sets, provider requirements, and key import limitations.
Add Falcon-512 and Falcon-1024 key management and single-part signatures using OpenSSL providers. Include PKCS#8 import and wrapping, variable-length signatures, build detection and dedicated tests.
This change adds optional Falcon-512 and Falcon-1024 support through OpenSSL. It adds Falcon key handling, generation, single-part signing and verification, wrapping and unwrapping, and provider-managed key import, with PKCS#11 and build-configuration support.

Summary
Configure Falcon support CMakeLists.txt, cmake/modules/*, m4/*, config.h.in.cmake, README.md
CMake and Autotools configure Falcon support based on OpenSSL provider availability and reject explicit Falcon enablement with Botan. The documentation describes configuration, provider requirements, supported mechanisms, and PKCS#8 private-key import and encoding.
The OpenSSL utility recognizes Falcon-512 and Falcon-1024 provider keys and creates corresponding PKCS#11 objects. Import tests are added for both parameter sets. The shared test script adds a fallback library path.

Use the imported Falcon key pair in the import test.
The shared import script checks only the softhsm2-util exit status and the success message. It does not sign with or verify the imported key pair. An importer that creates unusable Falcon objects and still prints the success message passes this test.
After a successful import, add a sign-and-verify step to both falcon512-import-key-test.sh and falcon1024-import-key-test.sh. Gate the step to the Falcon wrappers. The shared script also runs for ML-DSA and ML-KEM. ML-KEM is a key-encapsulation mechanism, so a signature check does not apply to it. One option is a variable that only the Falcon wrappers set.
The utility test directory has no PKCS#11 signing helper. The step needs a small helper that loads the SoftHSM module and calls the sign and verify operations. A single added shell command is not enough.

Reject invalid raw key lengths and inconsistent supplied parameter sets before
creating Falcon public or private key objects. Use memcpy for parameter-set

Add regression coverage for both parameter sets and unaligned attribute values.

This PR adds experimental Falcon-512 and Falcon-1024 support to the OpenSSL backend for key-pair generation and single-part signing and verification.
Falcon is a lattice-based post-quantum digital signature scheme selected by NIST for standardization. The Falcon-derived FN-DSA standard (FIPS 206) remains under development; this integration uses the provider's existing Falcon variants.
