1. EQ as primary spender for ES builds on 2+ (+ still ES with no ancestors up)
2. EQ as primary spender on 3+ for EB builds (+ still EB on 3-5t with no ancestors up)
3. EQ on 2t with 3+ ancestors for EB builds (minor)
4. Consuming Lava Surge procs for builds without Purging FLames on 3t
