Fix environment-sensitive CI tests

Summary

• serialize completion config reads with tests that temporarily change process environment variables
• make the daemon-root test explicitly select Rust so configuration catalog growth cannot make it ambiguous
• keep production behavior and dependencies unchanged

Verification

• make check-tests
• full test suite repeated 10 times
• make check-format check-clippy
