Brings Windows update-dialog, project delete, and Quick Chats rows toward parity: native update offer (Release Notes / Later / explained-disabled Install), distinct recoverable project Trash action, and Quick Chats workspace UIA/gate coverage. Installer/relaunch rows remain intentionally Blocked pending a published signed Windows artifact. See ledger updates for row-by-row evidence and remaining gaps.

Add explicit update offer actions, a safe Recycle Bin project action, and Quick Chat workspace accessibility evidence. Keep installer-dependent behavior unavailable until a signed Windows artifact exists.

Synchronize fixture elements and give the Quick Chat terminal workspace its stable automation ID so the native UIA gate can verify the workspace transition.
