ci(dependabot): drop the ruff group, so ruff updates with the other Python packages

What and why

#214 added a ruff Dependabot group, so a ruff release would get a pull request of its own. We'd rather have every Python update in one pull request, so this removes that group and its comment. Ruff goes back into python-minor-and-patch with everything else.

Leaving the group in place isn't harmless. It never took effect: Dependabot refreshed #218 after #214 merged and still bumped ruff there. A full scheduled run could still open a separate ruff pull request on top of that, which would bump ruff in two pull requests at once.

The trade-off: ruff is pinned to an exact version, so a ruff release that reports new findings fails unit in the group pull request, and the lint has to be fixed there before the group can merge. It never breaks main by surprise. Ruff 0.17.0, which #218 bumps to, passes on main today.

How it was tested

The file parses, and the uv entry has one group, python-minor-and-patch. Compared with main, the diff only removes the ruff group and its comment.
