Add Slayer Task Time Tracker plugin

Features:

• Begins tracking when you are assigned a new Slayer task. This runs on a lightweight, timestamp based timer.
• Displays the total time and efficient time in the sidebar. Total time is the time between when the task was assigned and when it was finished, including time spent logged out. Efficient time is calculated by how much time you spend in combat with the NPC that is your slayer task.
• Saves past task history for both total and efficient times.
• Highlights tasks that had manual resets red, and displays a tooltip showing how many resets they had.
• Allows for manual deletion of task history, on a per-task basis.
• Shows total combined task completion time at the bottom of the sidebar.
• Offers an overlay that shows both timers, with shift+right click options to configure it.
