Misc #22206 has each default gem carry its own `depend` while `minimize_dependencies` reduces it on the ruby/ruby side, and resolv carries none, so the whole-tree form `ruby tool/sync_default_gems.rb resolv` loses the file from ruby/ruby and it has to be restored by hand. The rules are maintained with `ruby extconf.rb --update-depend`, which scans only this repository and so names no installed Ruby headers. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
