Takes design v0.161.0 and its content policy - #408

Takes design v0.161.0 and turns on the content policy it adds, so a script injected into a page cannot read the chat's sign-in or send anything past the chat host and the identity service. robertblust/design moves in `package.json` from v0.160.0 to v0.161.0, `design.config.json` takes `"csp": true`, and every page that runs a script now carries its policy after `<meta charset>`; the share cards and the sitemap follow the pages that changed.
