Summary

• add codec-aware TCP wire APIs
• negotiate codec metadata with CODECMETA ON on new connections
• add PayloadCodec and EncodedPayload
• add put_codec, put_nif, put_bif, get_encoded, and query_encoded
• make put_json write JSON payloads with codec=json
• add JSON codec and BIF opaque payload integration tests
• bump package version to 0.1.3

Note: this is a native TCP wire driver, not a C ABI driver. Ring-read filters/projection remain planned until the public wire contract for that API is finalized.
