Add revision scan request and response schemas and the
scans:requestscope to the bundled public API contract. Requests provide eitherreforcommit_sha, a request ID, and a credit budget.The revision selectors are individually optional. The response records the resolved request and can report an unavailable revision without a review.
Validation: the existing Linux checks and Windows build and smoke checks pass on this head.
