Summary

Dependabot puts a dependency in every group whose patterns match it, not just the first. The run log says so directly: "EarthCountriesInfo … is a member of the following groups: own-packages, third-party". The catch-all third-party group ("*") therefore also collected every package meant for the narrower groups. Whenever a real third-party package had an update in the same run, the third-party PR became a superset and Dependabot closed the narrower PR as superseded.

Seen in practice: SMSwitch #22 replaced #21. GeoIpServices #5, EmailSwitch #9 and MongoDbTokenManager #6 were all labelled "third-party" but carried Microsoft and own-package bumps.

This PR:

  • adds exclude-patterns to third-party: Meyn.Utilities, MongoDbService, PublicKeyUtils, Microsoft.*, System.*, i.e. the patterns of the other groups in this file,
  • replaces the comment that said keeping the catch-all last prevented this.

No package versions change.

Test plan

  • Dependabot's config check on this PR passes
  • The next run splits updates into separate own-packages / microsoft / third-party PRs, as configured

Dependabot puts a dependency in every group whose patterns match it, not
just the first, so the catch-all "*" also collected every Microsoft/System
and own package. Whenever any third-party package had an update, the
resulting superset PR replaced the narrower group PRs. Exclude the other
groups' patterns from third-party and correct the comment that said
ordering prevented this.
