…ect.toml create_wheel_wrapper.sh sets BUILD_SCRIPT_PATH before sourcing the temp script copy. Use dirname of BUILD_SCRIPT_PATH to find pyproject.toml in the original package directory (a/azure-core-cpp/). Fall back to wget from master for currency builds where BUILD_SCRIPT_PATH is unset.

Two-path resolution before falling back to wget:
1. BUILD_SCRIPT_PATH (set by create_wheel_wrapper.sh when sourced)
2. WORKING_DIR/a/azure-core-cpp/ (set at script start before any cd,
used by validate_builds_currency.py which runs script directly)
