Align workflow filenames with 2026.x - #158

Conversation
Migration-named new-* workflows take the default branch's filenames so upstream merges map file-to-file; old copies are removed only where verifiably dead (retired centralized reference or retired ubuntu-20.04 runners). Content is the branch's own, era-correct version - deliberately not synced from 2026.x (matrix differences). Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>

Per review of the drift map: .bak files removed, obsolete frontend/npm workflows removed, cla/docs/poeditor/cs-fixer/copilot-setup/stale synced to the 2026.x content and filenames, and static analysis gets the uniform paths-ignore (assets, assets-customized, doc, install, src/Resources/public, **.md). Matrix-bearing workflows keep their era-specific content. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
Per the consistency audit and the decisions of 2026-09-03: markdown-only changes skip the suites; feature-* leaves the push filters (epics get CI via their PRs); static analysis pull_request aligned to version branches; concurrency uniformly keyed by PR number; setup jobs at 10 minutes with an empty-matrix error guard; the studio frontend build no longer re-runs on every PR push (its committed output directory left the pull_request paths while the push-side stale-merge detection stays exactly as designed).
