`push && '' || x` always evaluates to `x` because `''` is falsy, so published images reused cached layers. Skip cache-from when pushing and always write the cache.

Fixes the macOS test job, which has failed on every run since 2026-10-08 (including on
main: https://github.com/php/frankenphp/actions/runs/37898109529) withCould not setup PHP 8.5. We were pinned toshivammathur/setup-php2.37.2; 2.40.0 includes the macOS Homebrew alias resolution fix (shivammathur/setup-php@7d671baa).Also bumps the other outdated actions to their latest releases:
