The brief was tightened after the first three ("a child is never a duplicate of its epic"); batch 7 (already briefed) produced two more, batch 30 one. Ledger rows were left as written; this receipt is the record.

Also: check_runner_labels.sh accepts the `build` pool label. No job changes where it runs yet (BP-3).

Shadow mode: this records a verdict and merges nothing. A refusal
to arm is not a block (§13 adds zero rows to §7) — the pull request is
