pkgdown uses url as the site base URL for canonical links, the sitemap and cross-package links, so it has to be the published site, which is https://openwashdata.github.io/artesianwells/. The old value was the GitHub repository, which home.links already carries. The current pkgreview standard (1.6.1) sets the Pages URL here. The built site in docs/ is not rebuilt in this commit and picks the change up at the next pkgdown::build_site(). Assisted-by: Claude claude-fable-5-1

What does this PR do?
Points the url field of _pkgdown.yml at the Pages site, https://openwashdata.github.io/artesianwells/, instead of the GitHub repository. The repository link stays in home.links. The committed docs/ build is not rebuilt here.
