Replace the copy of the old pkgreview review guide with a short file. The old guide disagreed with the pkgreview skills now installed (check-in model, Closes #N in PRs into dev, the _pkgdown.yml url, docs/ handling, use_version()) and carried stale examples, pressure wording and emojis. The new file keeps only package facts taken from the repo: what the data is, the raw data, the processing script, the dictionary and the branches. Reviews and releases now point to the installed pkgreview skills (/review-package, /review-issue, /create-release, /add-doi) instead of restating their steps. Assisted-by: Claude claude-opus-5-5
