Adds a leaderboard badge as the first badge in the README, ahead of the paper badge. It opens the current snapshot's results page, records/202610/en/README.md. The link names the month, as every records link in the README does, so publish_records.py repoints it on the next snapshot. The badge text says latest, so nothing in it goes stale.

One line under 1.1.3 Added in the CHANGELOG records it. No published number changes. The v1.1.3 tag goes on this merge.

The badge opens the current snapshot's results page. Its link names the
month, as every records link in the README does, so publish_records.py
repoints it on the next snapshot. The text says latest, so nothing in it
goes stale.
