Problem

The deb jobs in ci.yaml and deprecated.yaml run apt (update --audit, install, remove), so every call logs:

WARNING: apt does not have a stable CLI interface. Use with caution in scripts.

Follow-up to #1962, which makes the same switch in the setup scripts. The two PRs are independent.

Change

apt → apt-get in five run: lines. Flags and step names are unchanged; apt-get supports --audit too.

Testing

Ran the deb job steps in containers, with the Node.js 24 setup script from master:

debian:13, apt debian:13, apt-get
update --audit exit 0, 1 warning exit 0, no warning
install nodejs -y v24.21.0, 1 warning v24.21.0, no warning
remove nodejs -y + install nsolid -y nsolid v24.21.0, 2 warnings nsolid v24.21.0, no warning

ubuntu:20.04 (deprecated.yaml, Node.js 18): apt-get install nodejs -y installs v18.20.8.

Note: the debian:11 jobs already fail on master (several bullseye-security packages return 404, e.g. this run), so they will fail here too. I reproduced the same failure with both apt and apt-get.

Prepared with the help of Claude Code; I reviewed the change and ran the tests above.

apt is meant for interactive use and prints "WARNING: apt does not have
a stable CLI interface" when run from a script. Use apt-get in the deb
jobs of ci.yaml and deprecated.yaml. Flags and step names are unchanged.
