An ExApp sending notifications through AppAPI on the environment this runbook builds gets 200 and nothing is delivered: the
notificationsapp is not in the server git checkout and has no app store build for a dev version.Stage 1 now bootstraps it, Stage 3 runs
composer install(the checkout has novendor/) and enables it, with Verify blocks, a troubleshooting row, the prerequisite in exapp-development.md, and a harness check. Executed on NC master 36 / AppAPI 36.0.0-dev.0 / HaRP 0.4.5; validate_skills.py and verify.py pass.Companion fix on the AppAPI side: nextcloud/app_api#1023.
