test: complete live runner and release matrix

Summary

• exercise service containers, host networking, DNS, egress, real ARM64 Buildx, and Compose bridge networking in the AWS runner target
• add an intentional target failure mode for lifecycle cleanup validation
• spread polling safely across the documented 100 GetMicrovm TPS baseline, including a deterministic 200-starter simulation
• enforce Node dependency and runner-image vulnerability gates in CI and releases
