Investigate if we still need to filter on "outgoing" when stripping #3696

Now that we filter on draft(), do we still need outgoing()? It requires a round-trip to the remote on every clean, and roots(draft()) (or roots(not public()) to also catch secret changesets) seems like it would give the same result here.
