feat: requested moderation and tech review changes

Changes

• Add tech review keybinds
  • Go to top of nearest card
  • Go to bottom of nearest card
• Don't automatically go to tech review files page if trace count reviewed is the same ie. result was changed as more changes are likely
• Add open in slicer button for staff with setting
  • added to version page
  • added to versions table
  • added to tech review table
• added download and slicer buttons to top of tech card for last selected file
• fixed copy button in tech review decompiled sources not having absolute set correctly
• in tech review disable pass button if last state change within the session was pass
