docs: update migration guide version labels for 0.1.32 - #71

- Runtime::shutdown section: (Unreleased) -> (0.1.32). - Reserved sub:: marker section: (Unreleased) -> (0.1.30), the release that shipped it. - Race cancellation section: replace the note about a future release PR with what happened. 0.1.31 is not published, 0.1.32 is the first release with the fixes, and the execution threshold stays 0.1.31. Docs only. The v0.1.32 tag goes on this commit, so the package carries the corrected guide. Fixes three stale version labels in
