Closes ALAppExtensions issue intake on the announced 1 September 2026 cutoff.

  • Deletes the extensibility request form.
  • Keeps blank issues disabled.
  • Redirects extensibility requests, including event requests, to BCApps.
  • Updates the README banner and repository guidance to present tense.

BCApps is ready to accept requests following microsoft/BCApps#10405.

Remove the extensibility request form on the announced 1 September cutoff,
redirect new requests to BCApps, and update the README to present tense.

Today is the announced intake cutoff. The issue-template/config changes are ready, the ADO and issue-link policy checks pass, and auto-merge is enabled. Both AL-Go app builds fail on the unchanged application baseline (including after a rerun), so this configuration-only PR needs an admin merge override to close intake today.
