Summary

Packages concise Career-primary guidance that requires loading the canonical career release authorities before any PDF render or review-copy delivery. It enforces stale-artifact invalidation and the independent named reviewer gate without duplicating KB procedures. Bumps immutable opencode-server chart 0.1.55 → 0.1.56.

After merge, chart 0.1.56 will publish and existing automation will create/update a separate GitOps version-pin PR. GitOps selection, Argo reconciliation, pod rollout, and reviewer behavior are separate stages and are not claimed by this PR.
