build: move to Go 1.26 - #122

Go 1.25 is out of support now that 1.27 is released, and dependencies have started requiring 1.26: golang.org/x/sys v0.48.0 and golang.org/x/time v0.16.0 (Dependabot #119, #120) both raise the go directive, which fails every CI job under GOTOOLCHAIN=local on 1.25. Bumps .go-version to 1.26.8, the go directive, both Dockerfiles' build images and the docs, and moves the govulncheck pin to v1.8.0, which needs 1.26.

Go 1.25 is out of support (supported releases are now 1.27 and 1.26), and dependencies have started requiring 1.26.
This moves the toolchain so those PRs can merge after a rebase:
