This begins adding preliminary support for scalars in vector operations. The basic machinery is added along with a proof of concept with axpy.
This separates the time step function from the explicit time integrators allowing them to be used as a lightweight interface to the time integration schemes. Support for futures is also added to this interface. Assisted-by: gpt-5.4

Adds initial support for using futures as scalars in vector operations. This enables using a future for dt in the time integrators.
