Roll [Unreleased] into [0.9.3] - 2026-09-21 on the 0.9.2 precedent: the stuck-probe fixes (PR 144, impact: fix) and the no-transcript models intent merged without a release (PR 141, impact: additive). Three open majors are deferred out loud with deferred_after v0.9.3 — iss-2609211218478273 until its parent lands, iss-2609200815308397 and iss-2609190242198542 with their existing reasons — and the decision line records the cut and why the roll is by hand.
