fix(ci): read classification, move npm opt-out - #98

hyperi-ci reads .hyperi-classification as one bare token, so `classification: 4` resolved to nothing and every run treated this public repo as internal. It now declares general-oss, the same category, written the way the reader expects. publish.destinations_oss is removed in December 2026, and deleting it would switch npm publishing back on. The npm opt-out moves to release.destinations, where `hyperi-ci config` still resolves it to false.
