Summary

Runs the browser test files one at a time (fileParallelism: false).

In parallel, each file runs in its own iframe. The browser throttles the frames that are off screen and moves the focus between them. A presence exit that waits for a frame stalls past the poll, and a focus that lands on a trigger opens a tooltip nobody asked for. That is the source of the red CI runs that went green on a rerun, on #97 and #99 among others.

Verification

In parallel, each file runs in its own iframe. The browser throttles the
frames that are off screen and moves the focus between them: a presence
exit that waits for a frame stalls past the poll, and a focus that lands
on a trigger opens a tooltip nobody asked for. That is the source of the
red CI runs that went green on a rerun. A serial run costs a minute and
gives the same answer every time.

The same change landed on main with #97, which carried it as a cherry-pick. A rebase leaves this branch with no commits.
