Bumps the pinned mdx/mise release from 2026.8.10 to 2026.8.11 everywhere the repo pins the binary.

.config/mise/config.toml raises min_version so local mise must meet the new floor. .config/mise/install.sh downloads and verifies the matching GitHub release tarball. .github/actions/install-tools passes the same version to jdx/mise-action for CI tool installs (mise install --env ci --locked).

No application or runtime code changes—only the dev/CI toolchain version.
